The Key Issues and Recommendations on Developing Nature Reserve’s Management Plan

Abstract:The management plan has being applied as the main approach for effective management of the nature reserve, and more and more nature reserves are developing or updating their management plans. Meanwhile, many problems emerged, such as excessively focus on developing the document rather than the implementation, specialist domination, more duplicating instead of innovation, and the poor capacity on developing the management plan in particularly, including the identification of management objectives (goals), situation analysis, problems analysis, strategy analysis, identification of core target groups, financing, monitoring &evaluation system development (logical framework), and the innovation on managing reserves. It is recommended to enhance the capacity building on management planning. The reserve administration should receive the local communities as key stakeholders in this process, determine the goals at eco-system level and develop the monitoring & evaluation systems to ensure the achievement of national financial investment.
